Emergency Management Plan (EMP)

Revised April 2010

This is the University of Chicago’s plan for responding to and recovering from University emergencies. Recognizing the impracticality of developing and maintaining plans for every possible emergency, this Emergency Management Plan (EMP) provides general guidelines for responding to emergency events: activating decision processes, gathering decision-makers, and marshalling resources to address University emergencies.

Definition of Emergency

A University emergency is defined as an unplanned event that (1) poses a serious threat to persons or property, as well as significantly disrupts normal operations; (2) cannot be managed by routine response; and (3) requires a quick and coordinated response across multiple departments or divisions.
